Water Rates

Customers are billed for their water usage on a monthly basis. Water charges reflected on monthly utility bills are a combination of a base service delivery charge and a metered consumption usage charge.

The Evans City Council adopted in November, 2009 changes to the Water Utility's conservation tier thresholds for residential consumption effective January, 2010. Reflected on residential utility bills are the following adopted changes to the consumption tiers and the respective rates:

1,000 gallons to 16,000 gallons - $2.73 per 1,000 gallons
16,001 gallons to 22,000 gallons - $4.56 per 1,000 gallons
Over 22,000 gallons - $7.60 per 1,000 gallons

Base Service Delivery Charge is:
City residential water utility customer - $8.73 p/month
Out-of-City residential water utility customer - $9.79 p/month


In comparison, the prior residential water consumption tiers and rates were:

1,000 gallons to 16,000 gallons - $2.63 per 1,000 gallons
16,001 gallons to 22,000 gallons - $4.39 per 1,000 gallons
Over 22,000 gallons - $7.31 per 1,000 gallons

Water Services Delinquent/Shut-off/Meter Testing

A service account is considered past due when the billing for the current period reflects an unpaid balance from previous billing period(s). The City shall notify by separate first class mailing or on the utility billing statement any past due amounts. A notification fee will be added to the past due balance. The city shall discontinue water service for non-payment, at or after the specified date and time. When payment of a past due balance is not received prior to the scheduled shut-off date, a delinquency fee will be added to the past due balance to cover costs to the City in activating shut-off procedures. Water service which has been shut-off for non-payment shall be restored when the total past due balance plus all assessments have been paid in full.

Wastewater Rates (Inside & Outside City)

CLASS I
Single-family units, multi-family units and mobile home parks
$9.89 per residential living unit per month.
CLASS II
Schools, churches, warehouses, and offices
$4.31 per water tap per month plus $1.08/1,000 gallons of water used per month. If the commercial customer waters a lawn of 18,000 sq. ft. or more using metered water, the sewer charge to that customer shall be calculated on the current year's first quarter water usage
CLASS III
Beauty shops, barber shops, bars/taverns, service stations (excluding wash racks), vehicle and equipment repair facilities, and motels without dining facilities
$4.31 per water tap per month plus $1.14/1,000 gallons of water used per month. If the commercial customer owns and waters a lawn of 18,000 square feet or more using metered water, the sewer charge to that customer shall be calculated on the current year's first quarter water usage.
CLASS IV
Restaurants, motels/hotels with dining facilities, office buildings with dining facilities, grocery stores with food processing, laundromats (excluding dry cleaning), carwashes and truck washes
$4.31 per water tap per month plus $2.25/1,000 gallons of water used per month. If the commercial customer owns and waters a lawn of 18,000 square feet or more using metered water, the sewer charge to that customer shall be calculated on the current year's first quarter water usage.
CLASS V
Any other facility or commercial use not listed or with special and unique types of discharge shall have their rates set by the Water and Sewer board with final approval by the City Council.
CLASS VI
Non-residential Rates
The rates for service to properties outside the Evans City Limits shall be 150% of the appropriate rate provided for Class I through IV.
Multiple User Tap Any tap providing multiple usage shall be billed for all usage at the rate applicable to the highest class of user.

Online Bill Pay

Visa

Welcome to the online bill pay. Just click on Pay Now and fill in the required information to begin using Online E-Bill Pay. All you need is your account number, an email address and your name as it appears on your bill. You can make a payment towards your Evans utility bill from your Visa, Mastercard, Discover, debit card or electronic check.

Please be advised that starting in the month of October, the online recurring payment you previously setup for your City of Evans Utility Bill will once again pull from your account on the date you originally scheduled. If at anytime you wish to stop recurring payments or change information regarding your payment, you must login to your account to activate the changes.


This service is available 24/7 with no additional fees. You will quickly and securely have access to pay your utility bill. Your account will be updated within one business day (if payment is made before midnight).

IMPORTANT: If you have received a shut-off message on your statement or if you are currently disconnected, you must call the number below between the hours of 8am and 5pm, Monday thru Friday to confirm your payment before service will be restored. Your service will not be restored outside of normal business hours. We encourage all customers to make payments on time to avoid the $25.00 delinquency charge.

Water Meter Reading Schedule

The Utility Public Works crews conduct the water (potable and non-potable) meter readings at scheduled dates each month. Each month, the meter reading crews begin on the east side of the City and work towards the west side, including those west-side unincorporated areas where City utility services are provided.

Meter reading of the entire City takes three days. The first two days are for radio transmittal readings of meters. The third and fourth day is exclusively used for visiting locations where radio reads were not picked up in the previous two days (a small percentage of the utility customer accounts).

Water Conservation Plan

The City of Evans has developed a Water Conservation Plan in accordance with the Water Conservation Act of 2004 and to meet the provisions of Colorado Revised Statutes section 37-60-126. As part of CRS 37-60-126, a State-approved Plan will qualify Evans for funding from the Colorado Water Conservation Board (CWCB) and the Colorado Water Resources and Power Development Authority for water and supply and delivery projects.
