The Evans City Council consists of seven elected members, one of whom is elected by the citizens as Mayor. City Councilmembers elect the Mayor Pro Tem to serve in the absence of the Mayor. The City is divided into three Wards or geographic areas from which members are elected. These Wards are intended to provide a balance for equal representation from the greater community. The Mayor is elected at large from the community.
As the City's governing body, the Council sets policy, adopts ordinances and resolutions and establishes an annual budget, but does not oversee the daily operations of the city. The City Council appoints the City Manager, City Attorney and Municipal Judge.
The City Council meets on the first and third Tuesday of each month at 7:30 p.m. in the Council Chambers of the Evans Community Complex. Work Sessions are generally held prior to the regular City Council meetings.
All regular City Council meetings and Work Sessions are open to the public. Residents and other interested
parties are welcome and are encouraged to attend. The City Councilmembers hold part-time positions with the City, but do not maintain offices within the City Complex. Most of the Councilmembers have regular full-time jobs. If you have any questions, the best way to contact your City Council representative is through email or leaving a message on their voice mail.

This Code of Conduct is designed to describe the manner in which Council members should treat one another, city staff, constituents, and others they come into contact with in representing the City of Evans. It reflects the work of the City Council with defining more clearly the behavior, manners, and courtesies that are suitable for various occasions.

All that part of the City lying east of the line described as follows: Commencing at the intersection of the north City limit boundary line with the centerline of 11th Avenue; thence south along said centerline to the centerline of 34th Street; thence west along said centerline to the centerline of 15th Avenue; thence south along said centerline to the centerline of 37th Street; thence west along said centerline to the centerline of 17th Avenue extended; thence south along said centerline to the south City limit boundary line.
Ward 2
