The City Clerk department is responsible for issuing various city licenses including animal, business, solicitors, trash hauling, and liquor. The City Clerk also registers voters for city elections, maintains city records, attends all meetings of the City Council and records the minutes, and administers city elections and maintains the burial records and coordinates burials for the Evans Cemetery.
General Business Licensing [back to top]
Every person who is the owner of any business, profession or occupation who does business in the city, shall obtain a general business license from the city prior to the engaging in any business transactions. The license shall be in force and effect until December 31 of the year in which it is issued (unless sooner revoked), and shall be renewed on or before its expiration date for the next calendar year. A subcontractor working under a general contractor who has a valid unexpired business license, shall be exempt from obtaining a license. The license is nontransferable, and no portion of the license fee is refundable.

Animal Licensing [back to top]
Licensing Requirements. The owner, keeper, harborer, or any other person who has assumed the responsibility for any dog or cat within the City shall secure a license for such dog or cat from the City Clerk. No license shall be required for any dog or cat under the age of six months. No license shall be required for seeing eye dogs.
Rabies vaccination certificate required. In order to entitle any applicant to a license, such applicant shall produce and display to the City Clerk a certificate issued by a licensed doctor of veterinary medicine certifying that the dog or cat has been vaccinated for rabies, and that such vaccination is current. If you mail the Animal Licensing form in, you need to include a copy of your pet's rabies vaccination. Proof must accompany this form of spay/neuter.
It is unlawful for any owner, keeper, harborer, or any other person to keep, maintain, harbor or possess in any one household, a combined total of more than four pet animals within the City of Evans.

Liquor Licensing [back to top]
Obtaining a liquor license in the City of Evans is a privilege, not a right. Liquor licenses are issued by the State and the City of Evans. The City can not issue the local license until the State has reviewed and approved the application and issued the State license.
Application packets are available at the City Clerk's Office for $25. You may stop by our office to pick one up. Our office is located at the Evans Community Complex, 1100 37th Street. Private Security Service [back to top]
It is unlawful for any person, firm or corporation, or employee or agent of such person, firm or corporation, to engage in the business of a private security service or to represent him-self to any person or the public as a private security service without having first procured a license or permit therefore, except that no person who is a peace officer having a valid certification shall be required to obtain a license or permit pursuant to this chapter to engage in off-duty employment as a private security service within the jurisdiction of the governmental entity employing him as a peace officer.

Garage Sales [back to top]
You do not need to obtain a permit to hold a garage sale, but the following applies:
No person, firm, organization or corporation shall hold a garage sale for a longer period than two days, nor shall the same person or organization hold more than two such sales within a period of one year, nor shall more than two sales be held at the same place within a period of one year.
Voter Registration [back to top]
Requirements to Register to Vote:
You must meet the following requirements to register to vote:
- United States Citizen
- At least 18 years of age on or before Election Day
- Reside in this state and at your present address at least 30 days before an election
If you do not meet all of the requirements outlined above, you cannot register to vote.
How to Register to Vote or Change Your Address
There are several ways to register to vote or change your address.
- Visit the office of the Weld County Clerk & Recorder, Election Department.
- Visit the City Clerk's office.
- Visit any Colorado Driver's License office.
- Register by mail. Mail-in forms are available at all of the above locations. Please return form to Weld County Clerk & Recorder, P.O. Box 459, Greeley CO 80632.
The Voter Registration Application can be used to inform the Weld County Clerk and Recorder of any changes in your voter information. This includes name changes, address changes, changes in your party affiliation, or it can be used to register to vote in Weld County.
