The Building Permit and Inspection Division staff assures the public's health, safety, and welfare in the city's built environment, while facilitating construction and development. This is accomplished by maintaining building codes and ordinances, by proper interpretation of the codes, conducting high quality plan reviews, and through inspections of new construction and renovation. Building safety is supported by licensing all businesses including general contractors that work within the city.
License Requirements [back to top]
Contractors are required to be licensed in the City of Evans. For plumbing and electrical contractors, you need to furnish your state license number. A $25.00 annual fee is charged for all contractors.

Inspections received prior to 5:00 p.m. will be made the next working day. Inspections received after 5:00 p.m. will be made on the second working day.
Building Code [back to top]
The Building Inspections Division administers and enforces Evans's Building Code which provides minimum standards to control the design, construction, quality of materials, use, occupancy, location and maintenance of all buildings and structures.
The current code consists of the following:
- International Building Code 2003
- International Residential Code 2003
- International Plumbing Code 2003
- International Mechanical Code 2003
- International Fuel/Gas Code 2003
- International Fire Code 2003
- National Electrical Code 2005
Building Permits [back to top]
Permits are required for lawn sprinkler systems, decks, patio covers, re-roofing, re-siding, remodels, additions, basement finishing and similar projects. Permits are not required for fences under six feet in height, utility sheds having less than 120 square feet of roof area or most concrete flatwork such as sidewalks. The placement of fences must comply with regulations related to clear vision zones for vehicular and pedestrian traffic. Utility sheds must maintain varying setbacks from the property line in accordance with the particular zoning district in which they are located. There are specific requirements related to projects such as the widening of a driveway.
